MINUTES
Minutes of the August 5, 2009 meeting were presented for approval.  A motion for approval was made by Mike Whitten; seconded by Geoff Penrod; motion passed 19-0.

APPROVE REQUEST FROM INDIANA SCHOOL FOR THE DEAF
Commissioner Ress presented a letter of special request from the Indiana School for the Deaf.  The IHSAA By-Laws provide for special accommodations for the Indiana School for the Deaf and Indiana School for the Blind.  A motion to approve the request was made by Nancy Alspaugh; seconded by Tim Grove; motion approved 19-0.

REPORT ON CHAIR OFFICIALS FOR THE BOYS TENNIS TOURNAMENT SERIES
Assistant Commissioner Wynns presented a list of tennis chair officials eligible for possible use in the boys tennis tournament series.  The tournament requires the use of 17 officials for the semi-finals on Friday evening and10 chair officials for the state finals on Saturday.  The team tennis state championships will be held at North Central High School, while the singles and doubles state championships will be held at Carmel High School and Park Tudor School.

REPORT ON OFFICIALS FOR THE CROSS COUNTRY TOURNAMENT SERIES
Assistant Commissioner Gardner presented a list of cross country starters eligible for the Cross Country Tournament Series.  The tournament requires the use of 32 officials. 

REPORT ON OFFICIALS FOR THE SOCCER TOURNAMENT SERIES
Assistant Commissioner Wynns presented a list of soccer officials eligible for the soccer tournament series.  The soccer tournament series requires 192 officials for boys’ sectionals, and 96 officials for girls’ sectionals. 

REPORT ON OFFICIALS FOR THE VOLLEYBALL TOURNAMENT SERIES
Assistant Commissioner Searcy submitted the names of volleyball officials who have applied to work the volleyball tournament series.  The volleyball tournament series requires 128 officials at the sectional level.

REPORT ON OFFICIALS FOR THE FOOTBALL TOURNAMENT SERIES
Assistant Commissioner Cox presented a list of football crews eligible for the Football Tournament Series.  The football tournament requires 159 crews for the first round of sectional play.  

PRELIMINARY PLANS FOR BOYS BASKETBALL TOURNAMENT
Assistant Commissioner Gardner reported on the preliminary plans for the 2009-10 Boys Basketball Tournament Series.  The Executive Committee will approve the tournament series host sites during the November meeting. 

PRELIMINARY PLANS FOR GIRLS BASKETBALL TOURNAMENT
Assistant Commissioner Wynns reported on the preliminary plans for the 2009-10 Girls Basketball Tournament Series.  The Executive Committee will approve the tournament series host sites during the November meeting.

AUDITORS REPORT
John Leemhuis of The Leemhuis Group presented the annual auditor’s report on the Association to the Executive Committee.  They issued an unqualified opinion on the Association’s financial statements for the year ending June 30, 2009 and recommended minor adjustments in the accounting policies of the Association. 

REPORT ON IHSAA INVESTMENT PORTFOLIO
Mark Stoltz, financial advisor from Morgan Stanley/Smith Barney, presented a performance report of Association assets.

REPORT ON FALL ONLINE RULES INTERPRETATION MEETINGS
Technology  Director Ed Sullivan reported on the fall participation of online rules interpretation meetings.  The implementation of the online meetings has been a resounding success, with over 4500 coaches and officials participating.  The Association will continue to reduce the face to face meetings next year.

REPORT OF NEW MEMBER ORIENTATION SESSION
Commissioner Ress reported on the orientation session that was held for new members in September. 

TRANSFERS
Assistant Commissioner Gardner reported on transfers that have been ruled on for the 2009-10 school year.  This is an increase of over 500 transfers from the corresponding date in 2008.  This report included the following actions as of October 2009:

Limited Eligibility 171 7.0%
Ineligible 9 0.4%
Total 2,441  


SPORTSMANSHIP

Assistant Commissioner Wynns reported the Association has received 165 unsportsmanlike conduct reports from officials working contests this fall.  This is an increase over last year’s report at this time.

NATIONAL FEDERATION SECTION IV MEETING
Commissioner Ress reported on the Section IV meetings recently held in Stevens Point, Wisconsin.  Issues that were discussed included the media and photography rights, national competitions in individual sports held during the summer, on-line rules meetings and testing, marketing, and two year NFHS Rule Books. 

MIDWEST OFFICIALS MEETING
Assistant Commissioner Wynns presented a report of the recent Midwest Official’s Meeting recently held in Columbus, Ohio.  State Association personnel meet on an annual basis to discuss issues pertaining to the administration of official’s programs in their states.  Topics discussed during this year’s meeting included the Arbiter, officials education and various software packages through Arbiter, testing through Arbiter, services provided to 100% states such as officials insurance, and online meetings using Articulate. 

LITIGATION
Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

PENALTIES ASSESSED
The following penalties were assessed for various violations of the IHSAA By-Laws:

Anderson Highland High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible football player participated in a varsity game).
1.     The Anderson Highland High School football program is issued a warning.   
2.     The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility.
3.     In accordance with Rule 3-9, Anderson High School shall be notified of this violation and if Anderson Highland High School was victorious the game shall be forfeited.

Argos High School – Commissioner Ress reported the following action as a result of a violation of Rule 14-1 (Unlicensed officials worked a junior varsity and varsity boys’ soccer match).
1.     The Argos boys’ soccer program is issued a warning.
2.     Even though Lakeland Christian Academy is not an IHSAA member school, IHSAA licensed officials are required if a member school is participating in the contest.  It is the responsibility of Argos school officials to confirm that licensed officials are being used when they compete against non-member schools.
3.     Please inform Lakeland Christian Academy of this reprimand to your school and of their responsibility to hire licensed IHSAA officials when playing against an IHSAA member school.   

Bedford North Lawrence High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1a (Girls’ golfer participated in non-school event during contest season).
1.     The Bedford-North Lawrence High School girls’ golf program is issued a warning. 
2.     The student athlete who participated in this non-school tournament shall be suspended from participation in two golf matches. 

Beech Grove High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible girls’ cross country runner participated in several meets).
1.     The Beech Grove High School girls’ cross country program is issued a warning. 
2.     The student athlete involved in this violation shall be suspended and declared ineligible for further competition until she meets the minimum standards for academic eligibility.
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, the schools which this ineligible athlete competed against shall be notified of this violation.  Additionally, the meet scores shall be recalculated after removing the ineligible athlete’s time and place from the officials results. 

Beech Grove High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible football player participated in several junior varsity games).
1.     The Beech Grove High School football program is issued a warning. 
2.     The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility.
3.     In accordance with Rule 3-9, the school against which the ineligible athlete played shall be notified of this violation and if Beech Grove High School was victorious the games shall be forfeited. 

Benton Central High School - Commissioner Ress reported the following action as a result of a violation of Rule 111-5 (Volleyball team participated in a scrimmage versus a non-member school).
1.     The Benton Central High School volleyball program is issued a warning.  This warning is official notice that an illegal act has occurred, is a matter of record, and shall not be repeated. 

Carroll (Flora) High School – Commissioner Ress reported the following action as a result of a violation of Rule 50-1 (Boys’ tennis player participated in a match without ten separate days of practice).
1.     The Carroll High School boys’ tennis program is issued a warning. 
2.     Coach Jerry Reinke is reprimanded for allowing this violation to occur. 
3.     In accordance with Rule 3-9, the school against which this ineligible student participated shall be notified of this rule violation, and his match shall be forfeited and the team score recalculated if he was victorious. 

Clay City High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-7 (Foreign exchange student participated in several girls’ c-country meets without transfer being approved).
1.     The Clay City High School girls’ cross country program is issued a warning. 
2.     It is absolutely mandatory that the “IHSAA Foreign Exchange Student Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, the schools against which this ineligible student athlete completed shall be notified of this violation and the meet scores shall be recalculated after forfeiting the position of the ineligible athlete. 

Concord High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2 (Girls’ soccer player participated in non-school match during the contest season).
1.     The Concord High School girls’ soccer program is issued a warning. 
2.     The student athlete involved in this violation shall be suspended for two high school matches.

Daleville High School – Commissioner Ress reported the following action as a result of a violation of Rule 101-1 (Volleyball player participated in a match without ten separate days of practice).
1.     The Daleville High School volleyball program is issued a warning. 
2.     Coach Jon Ballard is reprimanded for allowing this violation to occur.
3.     In accordance with Rule 3-9, Wes Del High School shall be notified of this rule violation, and if Daleville High School was victorious the match shall be forfeited. 

Decatur Central High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Boys’ soccer player participated in two matches without transfer being approved).
1.     The Decatur Central High School soccer program is issued a warning. 
2.     It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school.
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, the schools against whom this ineligible student athlete participated must be notified of this rules violation and the matches shall be forfeited if Decatur Central High School was victorious.

DeKalb High School – Commissioner Ress reported the following action as a result of a violation of Rule 106-3b(2) (Several girls’ soccer players participated in more than the allowable 3 halves in one session).
1.     The DeKalb High School girls’ soccer program is issued a warning. 
2.     Coach Sam Weicht is reprimanded for permitting this violation to occur. 
3.     In all incidents where four halves were played each shall count toward the maximum number of halves allowed in a season for the student athletes involved in this rule violation.
4.     In accordance with rule 3-9 of the IHSAA By-Laws, the schools against which these violations occurred must be notified that this violation occurred and the match in which the maximum number of halves was exceeded must be forfeited if DeKalb was victorious.

East Chicago Central High School – Commissioner Ress reported the following action as a result of a violation of Rule 3-10 (Boys’ soccer player participated in match without completed physical form being turned in).
1.     The East Chicago Central High School boys’ soccer program is issued a warning.   
2.     Coach Perez Castulo, Jr. is reprimanded for allowing this violation to occur.  This is a health and safety issue and it is absolutely imperative that “Consent & Release Certificates” be on file for all student athletes prior to their participation in a practice.
3.     In accordance with Rule 3-9, Hammond High School shall be notified of this violation and if East Chicago Central was victorious, the match shall be forfeited. 

East Chicago Central High School – Commissioner Ress reported the following action as a result of a violation of Rule 3-10 (Four girls’ soccer players participated in two matches without completed physical form being turned in).
1.     The East Chicago Central High School girls’ soccer program is issued a warning.   
2.     Coach Maria Martinez is reprimanded for allowing this violation to occur.  This is a health and safety issue and it is absolutely imperative that “Consent & Release Certificates” be on file for all student athletes prior to their participation in a practice.
3.     In accordance with Rule 3-9, the schools against whom this ineligible student athlete participated shall be notified of this violation and if East Chicago Central was victorious in either match, that match shall be forfeited. 

East Noble High School – Commissioner Ress reported the following action as a result of a violation of Rules 19-3 (Football player participated in several junior varsity games without transfer being approved).
1.     The East Noble High School football program is issued a warning.   
2.     It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school.
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, the schools against whom this ineligible student athlete participated must be notified of this rules violation and the games shall be forfeited if East Noble High School was victorious.

Edinburgh High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys’ tennis player participated in a varsity match).
1.     The Edinburgh High School boys’ tennis program is issued a warning.   
2.     The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility.
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, Indianapolis Lutheran must be notified of this violation and the #3 singles match in which the ineligible player participated shall be forfeited and the team score recalculated. 

Elkhart Central High School – Commissioner Ress reported the following action as a result of a violation of Rule 54-3.1 (Football player exceeded the 5 quarter limit in junior varsity and  varsity combination).
1.     The Elkhart Central High School football program is issued a warning.
2.     The football coaching staff is reprimanded for allowing this violation to occur.   
3.     All quarters played shall count against the maximum number of quarters allowed for the student athlete involved in this violation.
4.     Since both Elkhart Central and South Bend Washington had a player exceed the per week limit of five football quarters during the same game, this junior varsity football game shall be considered a double forfeit.

Evansville North High School – Commissioner Ress reported the following action as a result of a violation of Rule 3-10, 50-1 (Football player practiced without submitting a physical form and participated in a game without ten separate days of practice).
1.     The Evansville North High School football program is issued a warning.   
2.     Coach Mike Wilson is severely reprimanded for allowing these violations to occur.  Both violations deal with the health and safety of student athletes and it is absolutely imperative that such rules be enforced to the full extent.
3.     It is the understanding of the IHSAA that this student athlete will have met all of the standards for eligibility and can participate in a game on September 11.
4.     In accordance with Rule 3-9, Evansville Mater Dei High School shall be notified of this violation and if Evansville North High School was victorious the game shall be forfeited. 

Fort Wayne Northrop High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2 (Volleyball player participated in non-school sponsored match).
1.     The Fort Wayne Northrop High School volleyball program is issued a warning.   .
2.     Since the student athlete involved in this violation played in only one game, she shall be suspended for two high school matches rather than the customary four matches.

Frankfort High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys’ soccer player participated in several varsity matches).
1.     The Frankfort High School boys’ soccer program is issued a warning.   
2.     The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility.
3.     In accordance with Rule 3-9, the schools against which this ineligible athlete competed shall be notified of this violation and if Frankfort High School was victorious in any of the matches, they shall be forfeited.

Frankfort High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys’ tennis player participated in several varsity matches).
1.     The Frankfort High School boys’ tennis program is issued a warning.   
2.     The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility.
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, the matches in which this ineligible athlete participated must be forfeited if he was victorious and the team scores recalculated.  The schools against which he competed shall be notified of this violation and of the impact (if any) his removal had on the final meet score. 

Franklin County High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible football player participated in a junior varsity game).
1.     The Franklin County High School football program is issued a warning.   
2.     Coaches Wes Oler and Derik Orschell are severely reprimanded for knowingly allowing an ineligible student athlete to participate in a game.
3.     The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility.
4.     In accordance with Rule 3-9, Union County High School shall be notified of this violation and if Franklin County High School was victorious the game shall be forfeited. 

Heritage Hills High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys’ tennis player participated in several varsity matches).
1.     The Heritage Hills High School boys’ tennis program is issued a warning.   
2.     The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility.
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, the matches in which this ineligible athlete participated must be forfeited if he was victorious and the team scores recalculated.  The schools against which he competed shall be notified of this violation and of the impact (if any) his removal had on the final meet score. 

Heritage Hills High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Girls’ soccer player participated in match without transfer being approved).
1.     The Heritage Hills High School girls’ soccer program is issued a warning.   
2.     It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school.
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, Boonville High School must be notified of this rules violation and the match shall be forfeited if Heritage Hills High School was victorious.

Jeffersonville High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-7 (Foreign exchange student part. in several soccer matches without transfer being approved).
1.     The Jeffersonville High School boys’ soccer program is issued a warning.   
2.     It is absolutely mandatory that the “IHSAA Foreign Exchange Student Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, the schools against whom this ineligible student athlete competed must be notified of this violation and the matches shall be forfeited if Jeffersonville High School was victorious. 

Kankakee Valley High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2a (Girls’ soccer player participated in non-school recreational league during contest season).
1.     The Kankakee Valley High School girls’ soccer program is issued a warning
2.     The student athlete who participated in this non-school event shall be suspended from participation in two girls’ soccer matches. 

Lakeland High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-7 (Foreign exchange student participated in junior varsity volleyball match without transfer being approved).
1.     The Lakeland High School volleyball program is issued a warning.   
2.     It is absolutely mandatory that the “IHSAA Foreign Exchange Student Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 
3.     Assistant Volleyball Coach Rebecca Larson is reprimanded for allowing this violation to occur.
4.     In accordance with Rule 3-9 of the IHSAA By-Laws, East Noble High School must be notified of this violation and the match shall be forfeited if Lakeland was victorious. 

Lakeland High School – Commissioner Ress reported the following action as a result of a violation of Rule 111-4 (Volleyball player exceeded five game limit vs. same team on same date).
1.     The Lakeland High School volleyball program is issued a warning.   
2.     Coach Sarah Arreola is reprimanded for permitting this violation to occur.   
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, the varsity match versus East Noble High School shall be forfeited if Lakeland was victorious.
4.     Participation in six games shall count as two of permitted matches for this student athlete.

Leo High School – Commissioner Ress reported the following action as a result of a violation of Rule 14-1 (Unlicensed starters have been used when Leo has hosted cross country meets).
1.     The Leo boys’ and girls’ cross country programs are issued a warning.  
2.     Any future, similar report that Leo High School is not abiding by the IHSAA By-Laws will be dealt with in a more severe nature.

Madison Consolidated High School - Commissioner Ress reported the following action as a result of a violation of Rule 106-3b(2)  (Girls’ soccer player participated in more than the allowable 3 halves in one session).
1.     The Madison High School girls’ soccer program is issued a warning.   
2.     Coach Kevin Dillman is reprimanded for permitting this violation to occur.   
3.     All four halves shall count toward the maximum number of halves allowed in a season for the student athletes involved in this rule violation.
4.     In accordance with rule 3-9 of the IHSAA By-Laws, Jennings County High School must be notified that this violation occurred and the match in which the maximum number of halves was exceeded must be forfeited if Madison was victorious.

Mooresville High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.2 (Boys’ cross country coach and several runners participated in running camp during week 4).
1.     The Mooresville High School boys’ cross country program is issued a warning
2.     Coach Adam Hook is reprimanded for causing this violation to occur.   

New Castle High School – Commissioner Ress reported the following action as a result of a violation of Rule 50-1 (Football player participated in a game without ten separate days of practice).
1.     The New Castle High School football program is issued a warning.   
2.     Coach Warren Cook is reprimanded for allowing this violation to occur.   
3.     In accordance with Rule 3-9, Anderson Highland High School shall be notified of this rule violation, and if New Castle High School was victorious the game shall be forfeited. 

New Castle North High School – Commissioner Ress reported the following action as a result of a violation of Rule 54-3.1 (Two football players exceeded the 5 quarter limit in junior varsity and varsity combination).
1.     The New Castle High School football program is issued a warning.   
2.     Coach Warren Cook is reprimanded for allowing this violation to occur.   
3.     All six quarters shall count against the maximum number of quarters allowed for the student athletes involved in this violation.
4.     In accordance with Rule 3-9, the school against the quarter rule was violated shall be notified of this violation and if New Castle was victorious, the game shall be forfeited.

New Haven High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-2.2a (Eight boys’ basketball players participated on two teams in 3on3 Gus Macker tournament).
1.     The New Haven High School boys’ basketball program is issued a warning.   
2.     The IHSAA accepts and supports the suspension of Coach Kurt Dager for three games at the start of the 2009-10 basketball as an appropriate response to this rule violation.
3.     Due to the suspension of Coach Dager, there will be no penalty assessed to the student athletes involved in this rule violation.

Noblesville High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Transfer student participated in seven boys’ soccer matches without transfer being approved).
1.     The Noblesville High School boys’ soccer program is issued a warning
2.     It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school
3.     In accordance with Rule 3-9, the schools against which this ineligible student athlete participated shall be notified of these violations and any matches in which Noblesville was victorious shall be forfeited.

North Central (Indpls.) High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1a (Boys’ cross country runner participated in non-school sponsored road race).
1.     The North Central High School boys’ cross country program is issued a warning.   
2.     The student athlete who participated in this non-school tournament shall be suspended from participation in two meets.

North Miami High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-7 (Foreign exchange student participated in soccer match without transfer being approved).
1.     The North Miami High School boys’ soccer program is issued a warning.   
2.     It is absolutely mandatory that the “IHSAA Foreign Exchange Student Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, the school against which this ineligible student athlete completed shall must be notified of this violation and the match shall be forfeited if North Miami High School was victorious.

North Posey High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys’ soccer player participated in a junior varsity match and a varsity match).
1.     The North Posey High School boys’ soccer program is issued a warning.   
2.     The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility.
3.     In accordance with Rule 3-9, the schools against which this ineligible student athlete participated shall be notified of this violation and if North Posey High School was victorious in either match, it shall be forfeited. 

Northridge High School – Commissioner Ress reported the following action as a result of a violation of Rule 111-4 (Volleyball player exceeded five game limit vs. same team on same date).
1.     The Northridge High School volleyball program is issued a warning.   
2.     Coach Jodie Steele is reprimanded for permitting this violation to occur.   
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, Bethany Christian High School shall be notified of this
violation and the varsity match shall be forfeited if Northridge was victorious.
4.     Participation in six games shall count as two of permitted matches for this student athlete.

Perry Meridian High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-7 (Foreign exchange student participated in junior varsity boys’ soccer match without transfer being approved).
1.     The Perry Meridian High School boys’ soccer program is issued a warning.   
2.     It is absolutely mandatory that the “IHSAA Foreign Exchange Student Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, the Mooresville High School must be notified of this violation and the match shall be forfeited if Perry Meridian High School was victorious. 

Providence High School – Commissioner Ress reported the following action as a result of a violation of Rule 5-2 (Boys’ soccer player accepted gift certificate for winning promotional event involving soccer skills).
1.     The Providence High School boys’ soccer program is issued a warning.   
2.     Since the gift certificate was returned and not used, there will be no penalty assessed to the student athlete or Providence High School. 

Providence High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.2 (Girls’ golfer attended a golf camp after the deadline).
1.     The Providence High School girls’ golf program is issued a warning.   
2.     The student athlete who participated in this non-school tournament shall be suspended from participation in two golf matches. 

Rochester High School – Commissioner Ress reported the following action as a result of a violation of Rule 106-3b(2) (Two girls’ soccer players participated in more than the allowable 3 halves in one session).
1.     The Rochester High School girls’ soccer program is issued a warning.   
2.     Coaches Neal Cloud and Tricia Sederholm are reprimanded for permitting this violation to occur. 
3.     All four halves shall count toward the maximum number of halves allowed in a season for the student athletes involved in this rule violation.
4.     In accordance with rule 3-9 of the IHSAA By-Laws, the schools against which these violations occurred must be notified that this violation occurred and the match in which the maximum number of halves was exceeded must be forfeited if Rochester was victorious.

Rossville High School – Commissioner Ress reported the following action as a result of a violation of Rule 9-13 (Softball coaches conducted Sunday workout for selected players).
1.     The Rossville High School softball program is issued a warning.   
2.     Coaches Tom Darnell and Maile Quinton are severely reprimanded for causing this violation to occur.  The IHSAA accepts and supports as an appropriate penalty, the two game suspensions for each coach at the start of the 2010 season as outlined in your letter to the IHSAA.
3.     Due to the suspension of the coaches, the student athletes involved in this rule violation will not be suspended.

South Adams High School – Commissioner Ress reported the following action as a result of a violation of Rule 14-1 (Unlicensed official was allowed to work a girls’ varsity soccer match).
1.     The South Adams High School girls’ soccer program is issued a warning.  
2.     There is no justifiable explanation for allowing an unlicensed individual to officiate a high school game. 
3.     In accordance with Rule 3-9, Lakewood Park Christian High School shall be notified of this violation and if South Adams High School was victorious the match shall be forfeited. 

South Bend St. Joseph’s High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1a (Girls’ cross country runner participated in non-school sponsored road race).
1.     The South Bend St. Joseph’s High School girls’ cross country program is issued a warning
2.     The student athlete who participated in this non-school tournament shall be suspended from participation in two cross country meets. 

South Bend Washington High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible volleyball player participated in two varsity matches).
1.     The South Bend Washington High School volleyball program is issued a warning.   
2.     The student athlete involved in this violation shall be suspended and declared ineligible for further competition until she meets the minimum standards for academic eligibility.
3.     In accordance with Rule 3-9, the schools against whom this ineligible student athlete participated shall be notified of this violation and if South Bend Washington High School was victorious the matches shall be forfeited. 

South Bend Washington High School – Commissioner Ress reported the following action as a result of a violation of Rule 54-3.1 (Football player exceeded the 5 quarter limit in junior varsity and varsity combination).
1.     The South Bend Washington High School football program is issued a warning.   
2.     Assistant Coach John Jolley is reprimanded for allowing this violation to occur.   
3.     All quarters played shall count against the maximum number of quarters allowed for the student athlete involved in this violation.
4.     Since both Elkhart Central and South Bend Washington had a player exceed the per week limit of five football quarters during the same game, this junior varsity football game shall be considered a double forfeit.

South Central (UM) High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Volleyball players participated in several volleyball matches without transfer being approved).
1.     The South Central High School volleyball program is issued a warning.   
2.     It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school.
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, the schools against whom this ineligible student athlete participated must be notified of this rules violation and the matches shall be forfeited if South Central High School was victorious.

Southern Wells High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1a (Boys’ cross country runner participated in non-school sponsored road race).
1.     The Southern Wells High School boys’ cross country program is issued a warning.   
2.     The student athlete who participated in this non-school sponsored event shall be suspended from participation in two cross country meets. 

Southridge High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.4 (Tennis coach practiced with player during moratorium week).
1.     The Southridge High School tennis program is issued a warning
2.     Coach Larry Keiffner is reprimanded for causing this violation to occur.   

Tippecanoe Valley High School – Commissioner Ress reported the following action as a result of a violation of Rule 9-14 (Girls’ golfer participated in invitational without attending adequate number of practices).
1.     The Tippecanoe Valley High School girls’ golf program is issued a warning
2.     The student athlete involved in this violation shall be suspended from further competition until she attends an adequate number of practices to meet the standards of Rule 9-14.
3.     In accordance with Rule 3-9, the official results of the TRC meet shall be recalculated after removing ineligible student’s score.  All other school participating in this meet shall be notified of this violation and the recalculated final score and standings. 

Union (Dugger) High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.1a (Boys’ cross country runner participated in non-school sponsored road race).
1.     The Union High School boys’ cross country program is issued a warning.   
2.     The student athlete who participated in this non-school tournament shall be suspended from participation in two meets. 

Wabash High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys’ cross country runner participated in several junior varsity meets).
1.     The Wabash High School boys’ cross country program is issued a warning.   
2.     The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility.
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, the schools which this ineligible athlete competed against shall be notified of this violation.  Additionally, the meet scores shall be recalculated after removing the ineligible athlete time and place from the officials results. 

Washington Township High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-3.4 (Baseball coach conducted two practices during moratorium week).
1.     The Washington Township High School baseball program is issued a warning
2.     Coach Randy Roberts is reprimanded for causing this violation to occur.  Coach Roberts shall be suspended from coaching and may not be on the premises for the first four days of baseball practice in March 2010. 

Wawasee High School – Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Football player participated in a junior varsity game without transfer being approved).
1.     The Wawasee High School football program is issued a warning.   
2.     It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the 3.          Association prior to a student athlete being allowed to participate in a contest at their new school.
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, Garrett High School must be notified of this rules violation and the game shall be forfeited if Wawasee High School was victorious.

West Noble High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Two volleyball players participated in several matches without being enrolled in enough classes).
1.     The West Noble High School volleyball program is issued a warning.   
2.     The student athletes involved in this violation shall be suspended and declared ineligible for further competition until they meets the minimum standards for academic eligibility.
3.     In accordance with Rule 3-9, the schools against which these ineligible students participated shall be notified of this violation and if West Noble High School was victorious the matches shall be forfeited.        

Western Boone High School – Commissioner Ress reported the following action as a result of a violation of Rule 15-1.2c (Boys’ soccer team participated in an officials practice with alumni).

1.    The Western Boone High School boys’ soccer program is issued a warning.
2.    Coach Matt Hines is reprimanded for allowing this violation to occur.

Winchester High School – Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys’ tennis player participated in a varsity match).
1.     The Winchester High School boys’ tennis program is issued a warning.   
2.     The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility.
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, the match in which this ineligible athlete participated must be forfeited if he was victorious and the team scores recalculated.  South Adams High School shall be notified of this violation and of the impact (if any) his removal had on the final score. 

Woodlan High School – Commissioner Ress reported the following action as a result of a violation of Rule 54-3.1 (Three football players exceeded the 5 quarter limit in Junior varsity and varsity combination).
1.     The Woodlan High School football program is issued a warning.   
2.     Coach Barry Ehle is reprimanded for allowing this violation to occur.   
3.     All quarters played shall count against the maximum number of quarters allowed for the student athletes involved in this violation.
4.     In accordance with Rule 3-9, the school against the quarter rule was violated shall be notified of this violation and if Woodlan was victorious, the game shall be forfeited.
