Minutes of the May 3, 2010 meeting in Indianapolis

PRESENT

MINUTES
The minutes of the March 26, 2010 were recommended for approval.  A motion for approval of the amended minutes was made by Jim Diagostino; seconded by Nancy Alspaugh; motion passed 18-0.

REVIEW STATUS OF GYMNASTICS AS AN IHSAA SPONSORED SPORT
Assistant Commissioner Searcy reported on the status of gymnastics as an IHSAA sport.  Per Rule 1-4 of the IHSAA By-Laws, sports that do not maintain at least 25% participation of the member schools will be reviewed annually for purposes of determining future tournament and recognition status.  The number of member schools that participate in gymnastics has dropped to 78.  A motion to continue IHSAA sponsorship of girls gymnastics was made by Phil Ford; seconded by Tim Grove; motion passed 18-0. 

2009-10 BOYS & GIRLS TRACK & FIELD TOURNAMENT STARTERS
Assistant Commissioner Cox presented a list of track and field starters who have applied to work the 2010 tournament series. 

2009-10 GIRLS TENNIS TOURNAMENT OFFICIALS
Assistant Commissioner Wynns presented a list of USTA officials who may assist with the 2010 girls tennis tournament series.

2009-10 BASEBALL TOURNAMENT UMPIRES
Assistant Commissioner Gardner presented a list of baseball umpires who have applied to work the 2010 baseball tournament series. 

2009-10 SOFTBALL TOURNAMENT UMPIRES
Assistant Commissioner Searcy presented a list of softball umpires who have applied to work the 2010 softball tournament series. 

TRANSFERS
Assistant Commissioner Gardner reported on transfers that have been ruled upon during the 2009-10 school year.  This report included the following actions as of April 2010:

SPORTSMANSHIP
Assistant Commissioner Wynns relayed information pertaining to unsportsmanlike conduct reports that have been received this year.  Unsportsmanlike conduct reports for sports have decreased from last year’s figure of 636 to 607.   

FINANCIAL REPORTS ON SELECTED WINTER SPORTS
Assistant Commissioner Gardner reported on the attendance and finances for the 2009-10 Boys Basketball Tournament Series.  Total paid attendance figures and expenses decreased slightly from last year, which was reflected in an overall 1.4% decrease in the tournament net.    

Assistant Commissioner Wynns reported that attendance at all levels decreased dramatically, but expenditures did as well.  Attendance significantly impacted the net revenue of the 2009-10 Girls Basketball Tournament Series, especially at the sectional, regional, and semi-state levels.   

Assistant Commissioner Searcy provided the Executive Committee with the annual attendance and financial report for the 2009-10 Gymnastics Tournament Series.  The net balance for the gymnastics tournament series showed a deficit of approximately $6500, which is a 25% improvement over last year’s figures.

LITIGATION REPORT
Attorney Robert Baker updated the Executive Committee on the current status of pending litigation against the Association.

PENALTIES ASSESSED
The following penalties were assessed for various violations of the IHSAA By-Laws:

Barr-Reeve High School
Commissioner Ress reported the following action as a result of a violation of Rule 101-1 (Girls’ tennis player participated in a match without ten separate days of practice)
1.     The Barr Reeve High School girls’ tennis program is issued a warning.  
2.     Coach Mandy Hannah is reprimanded for allowing this violation to occur.  
3.     In accordance with Rule 3-9, Washington Catholic High School shall be notified of this rule violation, and the meet score shall be recalculated after forfeiting the played by the ineligible competitor.

Concord High School
Commissioner Ress reported the following action as a result of a violation of Rule 3-10 (Three softball players participated in three games without completed physical form being turned in)
1.     The Concord High School softball program is issued a warning. 
2.     Coach Robb Freeze is reprimanded for allowing this violation to occur.  This is a health and safety issue and it is absolutely imperative that “Consent & Release Certificates” be on file for all student athletes prior to their participation in a practice.
3.     In accordance with Rule 3-9, the schools against whom these ineligible student athletes participated shall be notified of this violation and if Concord was victorious, that game shall be forfeited. 

Connersville High School
Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible boys’ track & field athlete participated in a meet)
1.     The Connersville High School boys’ track & field program is issued a warning.  
2.     Coach Steve Klemme is reprimanded for allowing this violation to occur. 
3.     The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility.
4.     In accordance with Rule 3-9 of the IHSAA By-Laws, the schools which this ineligible athlete competed against shall be notified of this violation.  Additionally, the meet score shall be recalculated after removing the ineligible athlete’s times and places from the official results. 

Delphi High School
Commissioner Ress reported the following action as a result of a violation of Rule 10-4(Baseball players worked out together in Florida during spring break with input from the baseball coach)
1.     The Delphi baseball program is issued a warning.
2.     Coach Pat Lowery is severely reprimanded for condoning these workouts and for communicating with the quasi-coaches that were conducting the workouts.
3.     The IHSAA accepts and supports the suspension of Coach Lowery as an acceptable response to these violations.

East Chicago Central High School
Commissioner Ress reported the following action as a result of a violation of Rule 3-10 (Two softball players participated in two games without transfer being approved)
1.     The East Chicago Central High School softball program is issued a warning.  
2.     Coach Jesse Pabey is reprimanded for allowing this violation to occur.  This is a health and safety issue and it is absolutely imperative that “Consent & Release Certificates” be on file for all student athletes prior to their participation in a practice.
3.     The IHSAA accepts and supports the two game suspension of Coach Pabey as an appropriate response for this violation.
4.     In accordance with Rule 3-9, the schools against whom these ineligible student athletes participated shall be notified of this violation and if East Chicago Central was victorious, the games shall be forfeited. 

Garrett High School
Commissioner Ress reported the following action as a result of unsporting behavior (Baseball coach used radar gun to scout future opponent)
1.    The Garrett baseball program is issued a warning.   
2.    Coach Cisco Mireles is reprimanded for causing this violation to occur.  
3.    The IHSAA accepts and supports as appropriate the one game suspension of Coach Mireles and the ban on scouting for the remainder of the season

Indianapolis Arlington High School
Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Two academically ineligible baseball players participated in a varsity doubleheader)
1.     The Indianapolis Arlington High School baseball program is issued a warning. 
2.     The student athletes involved in this violation shall be suspended and declared ineligible for further competition until they meet the minimum standards for academic eligibility.
3.     In accordance with Rule 3-9, Indianapolis Northwest High School shall be notified of this violation and if Indianapolis Arlington High School was victorious the games shall be forfeited.

McCutcheon High School
Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Baseball player participated in two games without transfer being approved)
1.     The McCutcheon High School baseball program is issued a warning. 
2.     It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school.
3.     In accordance with Rule 3-9, the schools against which this ineligible player participated shall be notified of this violation and if McCutcheon was victorious, the games shall be forfeited.

Mishawaka High School
Commissioner Ress reported the following action as a result of a violation of Rule 19-3 (Baseball player participated in a junior varsity game without transfer being approved)
1.     The Mishawaka High School baseball program is issued a warning. 
2.     It is absolutely mandatory that the “IHSAA Athletic Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school.
3.     In accordance with Rule 3-9, Goshen High School shall be notified of this violation and if Concord was victorious, the junior varsity game shall be forfeited.

Munster High School
Commissioner Ress reported the following action as a result of a violation of Rule 14-1 (Unlicensed umpire worked a junior varsity softball game)
1.     The Munster softball program is issued a warning.
2.     In accordance with Rule 3-9 of the IHSAA By-Laws, Andrean High School shall be notified of this rule violation and if Munster High School was victorious, the game shall be forfeited.

Northfield High School
Commissioner Ress reported the following action as a result of a violation of Rule 19-7 (Foreign exchange student participated in girls’ track meet without transfer being approved)
1.     The Northfield High School girls’ track & field program is issued a warning. 
2.     It is absolutely mandatory that the “IHSAA Foreign Exchange Student Transfer Report” be submitted and acted upon by the Association prior to a student athlete being allowed to participate in a contest at their new school. 
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, Churubusco High School shall be notified of this violation and the meet score shall be recalculated after forfeiting the position of the ineligible athlete.

North White
Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Academically ineligible baseball player participated in several games)
1.     The North White High School baseball program is issued a warning. 
2.     The student athlete involved in this violation shall be suspended and declared ineligible for further competition until he meets the minimum standards for academic eligibility.
3.     In accordance with Rule 3-9, the schools against which this ineligible athlete played shall be notified of this violation and if North White High School was victorious the games shall be forfeited.

North White
Commissioner Ress reported the following action as a result of a violation of Rule 18-1 (Three academically ineligible track and field athletes participated in up to three meets)
1.     The North White High School track and field program is issued a warning. 
2.     The student athletes involved in this violation shall be suspended and declared ineligible for further competition until they meet the minimum standards for academic eligibility.
3.     In accordance with Rule 3-9 of the IHSAA By-Laws, the schools which these ineligible athletes competed against shall be notified of this violation.  Additionally, the meet scores shall be recalculated after removing the ineligible athletes’ times and placing from the officials results.

Richmond High School
Commissioner Ress reported the following action as a result of a violation of Rules 3-10 (Wrestler participated in practice without completed physical form being turned in)
1.     The Richmond High School wrestling program is issued a warning. 
2.     Coach Dave DeLong is reprimanded for allowing this violation to occur.  This is a health and safety issue and it is absolutely imperative that “IHSAA Pre-Participation Evaluation” be completed and on file for all student athletes prior to their participation in a practice.

Whiting High School
Commissioner Ress reported the following action as a result of a violation of Rule 15-2.2b (Three boys’ basketball players practiced on team coached by assistant high school coach during the school year out-of-season)
1.     The Whiting High School boys’ basketball program is issued a warning. 
2.     The IHSAA accepts and supports the suspension of Assistant Coach James Toporski for three games at the start of the 2010-11 basketball as an appropriate response to this rule violation.
3.     Due to the suspension of Coach Toporski, there will be no penalty assessed to the student athletes involved in this rule violation.
